VetHUB Program Transition Update for Existing HUB-Certified Businesses
The State of Texas has restructured the Historically Underutilized Business (HUB) Program into VetHUB (Veteran Heroes United In Business). Below is an important update for businesses that were previously HUB certified.
Transition for Existing HUB-Certified Businesses
Under the VetHUB program, businesses that were HUB certified as of December 2, 2025, will retain their certification status pending eligibility review by the Texas Comptroller of Public Accounts. The Comptroller’s review will be conducted expeditiously.
Specifically:
Businesses that are HUB certified as of December 2, 2025, and whose HUB certification was approved based on qualified service-disabled veteran status will be issued VetHUB certification and be listed in the HUB directory.
Businesses that are certified as of December 2, 2025, under a race-, ethnic-, or sex-based classification will be issued VetHUB certification and be listed in the HUB directory only if the business’s HUB certification application also included qualified service-disabled veteran status as a secondary eligibility classification.
Businesses are encouraged to monitor communications from the Texas Comptroller for next steps related to eligibility review and certification status.
VetHUB Eligibility Requirements
Under the restructured VetHUB program, eligibility is exclusively limited to veteran-owned businesses that meet the following criteria:
At least 51% of the business must be owned, managed, and operated by an owner who qualifies as a service-disabled veteran
The qualifying owner must have a minimum 20% service-connected disability, as identified by the federal military department
The business must be primarily located in Texas
Businesses previously certified based on race, ethnicity, or sex will no longer qualify unless they demonstrate ownership by a qualifying service-disabled veteran.
Statewide VetHUB Program Transition & Certification Status Impact
Supply SA has received formal communication from the Statewide VetHUB Program, Texas Comptroller of Public Accounts, regarding veteran-owned businesses that were previously certified as HUB and qualified as VetHUB through a regional certifying agency, such as the South Central Texas Regional Certification Agency (SCTRCA).
As part of a statewide program transition, the Texas Comptroller of Public Accounts has taken the following actions:
Certification Status Impact
Veteran-owned firms that were not directly certified through the Statewide VetHUB Program have been placed in an inactive status. This means these firms are not currently certified as VetHUB, will need to reapply, and are not eligible to compete for VetHUB-designated opportunities until certification is reestablished.
Reapplication Requirement
All affected firms will need to reapply directly through the Statewide VetHUB Program, Texas Comptroller of Public Accounts, to regain active VetHUB certification status. Additional guidance regarding the reapplication process is expected from the State.
Exclusive Processing Authority
VetHUB certifications will now be exclusively processed by the Statewide VetHUB Program, Texas Comptroller of Public Accounts. Regional certifying agencies, including SCTRCA, will no longer process VetHUB certifications.
Ongoing Support & Next Steps
Supply SA is actively coordinating with the Texas Comptroller’s office to better understand the transition process and identify ways to support businesses during this change. As additional guidance becomes available from the State, updates will be shared accordingly.
